Police Capability Review Unveiled

It has been announced that Nottinghamshire Police and Police Authority are to take part in a Capability Review as part of an ambitious programme designed to improve police performance. The statement has been made to clarify recent speculation regarding external scrutiny of the organisations.
The Chief Officer Team and Authority members have commissioned a team of external specialists, all highly experienced in different areas of police and authority business, to examine working practices and subsequently provide a report on ways in which they believe improvements can be achieved. The review is designed to consider current performance and the potential to meet future challenges.
This is the first time an entire police force and its authority have taken the opportunity to undergo a Capability Review and is seen as a proactive and positive move by both members of the Authority and the Chief Officer Team.
The Review will focus on three key areas for success in organizations: Leadership, Strategy and Delivery. Its outcome will help highlight areas that are working well and ensure that the key areas for further improvement are being correctly identified and challenged.
In addition to internal discussions across the Force and Authority, the Review Team will also consult with wide-ranging partners and the general public to uncover their views.
John Clarke, Chair of Nottinghamshire Police Authority, said: "Crime in Nottinghamshire is currently falling for the seventh consecutive year, but there is a gap between the Force's performance and that of other similar forces. We believe that this Capability Review will provide a unique opportunity to benefit from the wealth of experience offered by those on the Review Team which will help close that gap.
"The Authority is determined to do everything it can to help the Force deliver further improvements. We therefore welcome the review of our own organisation, which we hope will identify areas where we too can increase our resilience enabling us to challenge police performance more effectively.
"Both the Chief Officer Team and the Authority trust that this Capability Review illustrates to members of the public that we are taking positive action to address concerns that have been raised about police performance. It is a ground-breaking move for the Force and Authority and one which demonstrates our unswerving commitment to meeting the policing needs of local people."
The Review Team consists of highly respected people with vast experience in the work of the police, police authorities, local government and the private sector.
The review team consists of:
Adam Pemberton -Co-ordinator of the team and previously Deputy Director of the Capability Review Team at the Cabinet office
Keith Bristow - Chief Constable Warwickshire Police
Mike Craik - Chief Constable Northumbria Police
Ann Barnes - Kent Police Authority
Paul Coen - interim Chief Executive of British Transport Police Authority
Tony Wilkinson - former Chairman of Wilkinsons Limited
Initial briefings will take place in the week commencing 25th January 2010, followed by an anticipated three week review period. A report on the findings and associated actions will be published by the Authority at the earliest opportunity, although there are no firm timescales at the current time.
